Support "When I Was a Bachelor": I used two search engines to generate a passel of uses of the phrase (some titles and some parts of the rhyme) and counted various capitalizations. See below.

Also some give the title as "The Foggy, Foggy Dew" or "The Foggy Dew". This is not scientific and if it were close I wouldn't take it too seriously, but title case has the far greater proportion, so I take it that "When I Was a Bachelor" is the title of the rhyme.
